K.B. Saxena is Professor of Social Justice and Governance, Council for Social Development, New Delhi. A former Secretary to the Government of India, he has worked extensively in the field of land reforms both as a civil servant and researcher. He prepared the well-known report on Prevention of Atrocities against SCs for National Human Rights Commission in 2004. He has published in the areas of health, land issues, governance and the problems relating to Adivasis and Dalits.
